One member, a 34-year-old Bendigo man, allegedly failed a preliminary drug test in Mackenzie Street West on Saturday morning.
Acting Sergeant Peter Dyer said the man refused to accompany police for a further test at Bendigo station.
He said the Harley-Davidson rider would be charged on summons.
Acting Sergeant Dyer said there had been several hundred members of the club in Bendigo for an apparent memorial ride honouring a late member.
“I think they behaved themselves, which is what we envisioned would happen,” he said.
“From what I can tell they kept to themselves.
“There is nothing to indicate there was any issue.”
Sergeant Della Nihill had told the Bendigo Advertiser on Saturday that police would monitor club members over the weekend.
“They pretty much keep to themselves; they don’t normally give us too much hassle,” she said.
“We will be monitoring what’s happening around town.
“There’s a couple hundred of them in town.”
She said local police had sought further information from Melbourne officers over the club’s movements.
Rebels members came from across the state and are believed to have visited their Bendigo clubhouse during their stay.
