Josh Turner, 25, pleaded guilty to charges of using a carriage service to offend and using an on-line information service to publish objectionable material in the Bendigo Magistartes Court today.
Prosecuting, Senior Constable Mark Herman said Turner set up the 'Benders root rate' page on Facebook in June last year.
"He has invited people to join the group and make comments rating their past sexual partners," he said.
"He posted them on the wall of the 'root rate' feed. The page was not blocked and anyone could view it."
Senior Constable Herman said Turner was arrested on September 18 and made full admissions to helping create and administer the site.
He said offending was serious and requested an immediate jail term.
Magistrate Ian Von Einem said he wanted to send a message to others that these sites were unacceptable.
But he said Turners guilty plea, and 'naiveté', had been taken into account and meant he would suspended the jail term imposed.
He also placed Turner on a 15 month communtiy corrections order with 150 hours of unpaid community work.
