"I want to make it clear that we are not selling weapons to Ukraine," Israeli Defence Minister Benny Gantz told the Kol Chai radio station on Tuesday.
He said that only medical and humanitarian aid had been sent and that this will remain the case.
"I am the defence minister and I am responsible for the export of Israeli weapons."
Ukrainian Foreign Minister Dmytro Kuleba had said on Tuesday, according to Ukrainian media, that Israel was to be asked for air defence systems to defend against Russian attacks.
"If Israel's policy is really to consistently counter Iran's destructive actions, then it is time for Israel to openly side with Ukraine," Kuleba said.
More than 70 people have been killed in the past week and a half by drone and missile attacks, according to Kiev.
Israel has largely kept a low profile in Russia's war on Ukraine, which has been going on for almost eight months, so as not to jeopardise its relations with Moscow.
