Acting Sergeant Dale Andrews said the 20-year-old man was one of many charged with driving offences during the New Year period.
The California Gully man underwent a breath test after he was intercepted by police. He allegedly returned a blood alcohol reading of 0.069.
Acting Sergeant Dale Andrews said the 20-year-old was unlicensed and driving an unregistered and unroadworthy car that had false number plates.
The man was summonsed to appear in court at a later date.
A 25-year-old Strathfieldsaye man will also front court after he was allegedly detected driving in Quarry Hill while his licence was suspended.
A 41-year-old Preston man was allegedly caught drink-driving in Quarry Hill. He was meant to have a zero blood alcohol limit, but allegedly recorded a reading of 0.060.
A 47-year-old learner driver from California Gully was also summonsed to appear in court after he was allegedly caught driving without an experienced driver sitting next to him.
The man also allegedly returned a positive oral fluid test and he had no L plates displayed on his car.
Acting Sergeant Andrews said Highway Patrol officers also handed out 10 speeding tickets, two penalty notices for unregistered vehicles, and six other traffic offences.
"It's always disappointing to see results like this," he said. "You almost expect it on New Year's Eve, as bad as it sounds.
"But to go against the warnings we've just put in place and the amount of police that we have on the road, it's just ridiculous to think you could get away with drink-driving in the first place."
Acting Sergeant Andrews reminded drivers that police would continue to patrol the Bendigo region.
"We're always out in force," he said. "We have support from the State Highway Patrol at the moment.
"So there is an increasing number of police presence in the Bendigo area that's supporting our drink-driving operation.
