Emergency services were called to the scene at the corner of Mitchell and High streets in the Bendigo CBD just before 8.30pm.
Police, SES, Fire Rescue Victoria and Ambulance Victoria members were all in attendance.
Bendigo Police Senior Constable Levina Bell said the crash happened after an 18-year-old driver turned right from Pall Mall onto Mitchell Street while running a red light.
"(He) has unfortunately run a no-right-turn arrow," she said. "So he ran a red light as he turned to go up Mitchell Street.
"The vehicle travelling south - that had right of way - has hit him and driven off the road into the shop front."

Senior Constable Bell said it was very lucky no one was injured.
"Miraculously, no one was injured and they have missed the light poles," she said. "We have an 87-year-old male driver in the other vehicle with an 85-year-old female passenger.
"There are no injuries to any person (but) both parties are a bit shaken up. It is very lucky."
Tow trucks pulled the car fro the shop just after 9pm. The intersection fully reopened shortly after.
Senior Constable Bell said it was also lucky no pedestrians were injured.
"The road was blocked off because we were worried the glass could shatter," she said.
Senior Constable Bell said the offending driver will be issued an infringement noticed for running the red light.
