Tom Dobeli from Bendigo Rotary said advice from the Bureau of Meterology was that the weather should clear by 5.30pm.
The event, to be held in Rosalind Park, was cancelled last year due to the COVID-19 pandemic.
"We hope to have about 5000 people come tonight,'' Mr Dobeli said.
"We advise everybody to bring their wet weather gear, umbrellas, gumboots, something to sit on."
Mr Dobeli said he hoped that people would not be put off by the rain, after missing out last year.
The event will feature live entertainment, popular carols and food and drinks available to purchase and of course a visit from the big man himself - Santa.
Entry is by gold coin donation for entry. Candles are issued on entry.
