A 47-year-old Southbank man was arrested at his property on Tuesday morning.
He has been charged with affray, common law assault, unlawful assault, and failing to provide access code for a mobile phone.
The man, who is a patched member of the Mongols Outlaw Motorcycle Gang, will face the Melbourne Magistrates' Court on Tuesday afternoon.
The charges follow the incident on November 28 where a man was allegedly struck at a venue in Echuca.
The investigation into the incident remains ongoing.
"This arrest is about holding people to account for their behaviour, regardless of the situation or circumstances," Detective Inspector Graham Banks said.
"The Echo Taskforce has a significant commitment to monitoring the behaviour of serious and organised crime groups such as OMCGs and where incidents like this occur, we will act.
"Echo Taskforce investigators will continue to deploy into regional Victoria whenever OMCGs undertake activities which have the potential for this type of violence."
