Pop-up Pride, an event funded through the state government's Melbourne Pride initiative, will be held at the Bendigo Library Gardens between 12pm and 5pm on December 4.
Organiser John Richards, who is also the festival director of Bendigo Pride, said the event would recognise the 40th anniversary of the decriminalisation of homosexuality in Victoria.
"Obviously a commemoration like this could be a sad time," Mr Richards said. "There's obviously a lot of darkness there. But we want it to be a celebration of who we are and where we are now."

Mr Richards said there would be live performances, drag queens, craft stalls, the Trans Clothing Swap, short films, and show bags at the event.
The event is free and not ticketed, but people will need to show their COVID-19 vaccination certificate to enter.
"It's all of these different things put together so you can get a bit of a taste of what to expect for Bendigo Pride 2022," Mr Richards said.
