Bendigo Health Chairman Bob Cameron praised Central Victorians for protecting each other.
"It's a tremendous community effort," he said.
Mr Cameron said efforts to bring forward second doses to be given as soon as they could be had helped push the percentages up so quickly.
"It's a great relief to get to 90 percent, but we have to keep going to achieve the highest coverage possible," he said.
"Once you hit 90 per cent, you tend to see those numbers slow, but we're still hoping to get that percentage as high as we can."
Mr Cameron thanked the Bendigo Health COVID-19 vaccination team, local GPs and pharmacists for their "first class" work to quickly get vaccines into arms as they became available.
Anyone aged 18 and over who had their second dose of a COVID-19 vaccine more than six months ago is eligible for a booster shot.
Pfizer is the recommended booster vaccine. People who have had other vaccines in their previous doses can safely have Pfizer as a third vaccine.
