The Whipstick ward representative said she would not be a candidate for any senior positions when councillors confirm them in three weeks.
"My aspiration in 2022 is to consolidate my role as a councillor by continuing to work towards achieving the best outcomes for our community, supporting the mayor and deputy mayor, and continuing my committee involvement," Cr Sloan said.
Her decision leave two candidates to choose from for the mayoral office.
Current mayor Jen Alden and her deputy Andrea Metcalf have both said they want to be the mayor for 2022.
Matthew Evans has declared an interest in becoming deputy mayor.
In Greater Bendigo, the public selects councillors for four years, before their elected representatives choose the mayor and deputy mayor for 12 months at a time.
