Uniting AgeWell wants to spend $11.9 million on the new two story residential wing and its extra 30 residential beds.
The two-storey addition would allow a total 124 residents to live at the facility and allow upgrades for its kitchen and central laundry.
The new wing would also contain new lounge rooms, a dining room, amenities and staff facilities.
Uniting AgeWell has also told the council it wants to build a new 26-space car park on vacant land near the north west corner of the site.
It would bring the number of car parks at the facility to 82.
"A full design for this carpark will be completed prior to construction," Uniting AgeWell has told the council.
It has told the council there would be no changes to how vehicles enter and leave the site.
The extension would connect two east wings of the current complex together.
"The new beds are in two smaller wings pointing to the east," Uniting AgeWell said.
The building's form was "heavily articulated" to minimise its bulk and give that part of the site a more residential appearance, it said.
The new bedrooms would take advantage of light and views, Uniting AgeWell said.
"Care has been taken to protect a large tree in the existing courtyard. This provides a design focal point for the wings," it said.
Uniting AgeWell runs care services across Victoria and Tasmania. Those include a respite care service based out of Kennington and White Hills Haven on Napier Street.
Uniting AgeWell said in a statement that the extra beds showed its intentions for its Bendigo services.
"This proposed major upgrade, together with its expanding home care service, demonstrates Uniting AgeWell's absolute commitment to delivering aged care services to the people of the Greater Bendigo region and to supporting local job opportunities.
Bendigo's council is currently considering the application.
