The Victorian government and Racing Victoria are in talks to determine if the Bendigo Jockey Club can have 1000 fully vaccinated people on track for its feature raceday on Wednesday, October 27.

The state government announced on Sunday that the City of Greater Bendigo was one of six municipalities that had been selected for the vaccine economy trial aimed at easing restrictions for those who've been fully vaccinated.

"In addition to horse owners and sponsors, we'd give first priority to our members and their guests because every membership comes with an additional one or two guest passes,'' BJC chief executive Aaron Hearps said.

"That would be the batting order in terms of priority and if there were any spots left after that we'd look at opening it up to the general public.

"It would be a fully vaccinated event and everyone would have to prove that upon entry.

"It won't be a traditional Bendigo Cup day, but it's good that we've been put forward and we have to crawl before we can walk.

"Hopefully, we get the green light and we can put on a COVID safe event."

Traditionally, the BJC takes months to prepare for Bendigo Cup day.

With this year's Bendigo Cup only four weeks away, the BJC doesn't have a lot of time up its sleeve to get everything in place for a raceday with a difference.

"Essentially, we're an events operations business and we haven't been able to have events for 18 months now,'' Hearps said.

"We didn't get to have a crowd at last year's Cup, so this would be two years in a row for us if we couldn't get people on track.

"We're excited by the prospect of having people come through the gates. Yes, we don't have a lot of time, but I think we could turn it around in two weeks if needed to.

"Everyone on course, including all our staff, caterers, cleaners, contractors, would need to prove they're double vaccinated and that they live outside of Melbourne.

"There's plenty of work for us to do, but it's a black and white situation for us and easy to justify because it's state government legislation that you need to be double vaxxed.

"Hopefully, we might have an answer on this by the end of the week."
