COVID commander Jeroen Weimar said the cases were connected to the V/Line contractor who returned a positive test on Thursday.
Mr Weimar said the new cases were people who lived in different parts of regional Victoria but worked on the upgrade.
The new Bendigo exposure sites were related to those positive cases, Mr Weimar said.
Bendigo Health on Friday confirmed more than 100 primary close contacts were isolating after the contractor returned a positive case.
Mr Weimar said there were 30 new coronavirus cases recorded in regional Victoria on Saturday.
The COVID commander said a third of those cases were workplace incursions from people who were living in regional Victoria but working in metropolitan Melbourne.
Case data from the Department of Health website showed there was one new coronavirus case listed in the Greater Bendigo local government area, with two active cases in the region.
There were also three new cases in the Mount Alexander Shire (four active cases in total) and three new cases in the Macedon Ranges Shire (15 active cases in total).

Health Minister Martin Foley said authorities were "closely watching" what was happening with case numbers in regional Victoria.

There were 321 people in hospital with COVID-19. Sixty-five of those people were receiving intensive care, while 45 were on a ventilator.
In terms of vaccination, 77.1 per cent of the state's 16 and over population has received their first dose, while 46.9 per cent are fully vaccinated.
