They say a black Ford Ranger ute was allegedly stolen from a hospital car park in Long Gully about 10.20am on Tuesday.
It was later seen driving erratically in the area.
The police Air Wing tracked the ute as it traveled through several suburbs, before observing it come to a stop on Crusoe Road in Kangaroo Flat around 11.55am.
Firefighters were also called to the incident after reports of smoke coming from a vehicle but were not needed at the scene.
Police officers from the Bendigo Crime Investigation Unit doork-nocked nearby residences as their investigation continued.
A 23-year-old man was arrested nearby, and a 25-year-old woman who was a passenger in the vehicle was arrested at an address in Kangaroo Flat, police have confirmed.
Anyone who witnessed the vehicle travelling in the area or who has dash cam footage is urged to contact Crime Stoppers on 1800 333 000 or submit a confidential crime report at www.crimestoppersvic.com.au
