Mr Fitzgerald will commence in the role at Loddon Shire on November 1. He is currently employed as a senior manager with the City of Greater Bendigo, and has also worked with Mount Alexander Shire.
Loddon Shire mayor Neil Beattie said the organisation was looking forward to working with Mr Fitzgerald, particularly as it prepares to embark on a new Council Plan that will guide Council's priorities over the next four years.
"Lincoln's career has focused on building, leading and managing diverse teams and large businesses in the region and overseas."
Mr Fitzgerald said he was delighted by the appointment and was looking forward to working with councillors, staff and the community.
"There are many fantastic opportunities in Loddon Shire, including its rewarding lifestyle, amazing natural tourism and, of course, close-knit communities," he said.
"I look forward to working with the councillors, staff, and communities right across the Loddon Shire to build upon their strengths, address these challenges, and make a positive difference to the community."
Cr Beattie thanked acting CEO Jude Holt for her work in the role while the recruitment process for a new CEO was underway. Ms Holt will be finishing in her role on October 31.
