Councillors voted through the change on Monday night after agreeing ongoing council management of the road offered "limited to no broader public benefit".
The decision allows Allstone Quarries to expand operations after arguing it should take over the road, and that it was hardly used by other members of the public.
People in properties further east of Allstone Quarries will still be able to use another part of Turners Road that connects to Upper California Gully Road.
The council estimates the move will save it between $2000 and $5000 a year.
Councillor Julie Sloan said the move was welcome.
"During my site visits I noticed no other properties abutting the subject road," she said.
"I believe [it is] a practical response to a site specific-matter."
The discontinuance is expected to take place within six weeks.
