From 11.59pm tomorrow night, there will also be some changes to COVIDSafe settings in regional Victoria.

The changes exclude the City of Ballarat which entered lockdown yesterday.

Mr Andrews announced that gyms and outdoor and indoor pools (excluding spas, saunas and steam rooms) will reopen with limits.

Hydrotherapy and swimming lessons can occur and tour buses can operate up to 10 people.

"They are small steps but they are safe steps to take. That's the view of the Chief Health Officer, and it's on that basis that we have endorsed this opening up," Mr Andrews said.

From midnight Friday, those in metropolitan Melbourne will also be able to leave their homes for an additional, social reason.

The two hour time limit for exercise will expand to four, and the five kilometre limit will double to 10.

It comes as Victoria recorded a large spike in COVID cases.

There are now 182 Victorians in hospital, 51 in intensive care, and 29 on a ventilator. Of those cases, 87 per cent were not vaccinated, 12 per cent were partially vaccinated and one person was fully vaccinated.

61,961 test results received overnight, with most processed within 24 hours.

Not all changes were positive, with construction workers given a deadline of 11:59pm on September 23 to have received their first-dose vaccination.

Construction workers will also not be allowed to travel from metropolitan Melbourne to regional Victoria.

Mr Andrews said a "significant challenge" remains in Ballarat to get on top of the current COVID outbreak.

Confirming there were three new cases and six active cases in the city, Mr Andrews praised Ballarat residents.

He said he fully expected there to be more cases emerge over the coming days.

"So that I think just confirms that there was, and remains, a significant challenge in Ballarat," he said.

"Can I thank all of those in Ballarat who have come forward and got tested and I thank all the community of Ballarat who I know are doing it tough. No-one wants to go back into a lockdown but that was the advice.

Mr Andrews also confirmed 10,000 extra Pfizer doses were on the way to Ballarat, with more bookings to soon open up.
