Elliott, the son of former Australian and Victorian opening batsman Matthew Elliott, played a couple of seasons of junior cricket with Bendigo before moving to Melbourne.
An all-rounder with Fitzroy-Doncaster in Victorian Premier Cricket, Sam Elliott made his one-day debut for Victoria last summer.
He was formerly a development list player with the Stars, but now he's earned a full contract.
"I'd like to thank the club for giving me this opportunity,'' Elliott said.
"It has been great to be around the group in recent seasons and learn from the senior players and coaching staff. If I got an opportunity to debut for the Stars this season it would be a dream come true, but for now I'll be focused on what I can do to help the team.
"I've been working hard to develop my skill sets and training with our bowling unit has been really beneficial."
Melbourne Stars head coach David Hussey said he was pleased to welcome Elliott to the squad.
"It's great to see Sam transition from his rookie contract in the last few years and become a member of the squad for the upcoming season," Hussey said.
"We have watched him mature as a player over the past couple of years and this is a well-deserved opportunity for him and a great chance to show us and the rest of the competition what he brings to the table."
Sam's older brother, Zac, moved to Tasmania last year to play with Clarence in Tasmania Premier Cricket.
Former White Hills batsman/keeper Brayden Stepien has also joined Clarence this summer.
After some impressive seasons with Carlton in Victorian Premier Cricket, Stepien has signed with Clarence as a development coach.
Zac Elliott and Stepien are hoping to impress in Tasmania and catch the eye of Big Bash League clubs.
Stepien had two short stints with the Melbourne Renegades in previous seasons as an injury replacement player.
