"This annual funding, which is untied, is critical in support councils to deliver critical services for our communities," he said.
"A significant portion of the funding goes directly to road maintenance and upgrades and it also supports other services such as recreation and community building maintenance and the operation and renewal of our swimming pools."
Mallee MP Anne Webster said councils could spend the grant according to their own priorities.
"Local governments are vital to building safer and stronger communities," she said.
"They are an important delivery partner for the federal government's economic stimulus packages and play a critical role in our response to the COVID-19 pandemic.
"These payments will allow councils to continue delivery the vital services and infrastructure projects that they do so well."
More than $11 million has been paid to 12 councils in the first of four quarterly payments, out of a total $45,110,277 allocated to them.
Together, Mallee councils will share in almost $90 million in assistance through 2021-22.
