Chief Health Officer Brett Sutton said introducing different COVID-19 restrictions for different local government areas in the state was not off the table.
"Clearly we're doing pretty well in Shepparton; that gives options for regional Victoria," he said.
"At the moment, metropolitan Melbourne has exposure sites right across the metro area.
"I don't want to be in a situation where you drive people to leave certain LGA s to go to other LGAs ... so we have to bear that in mind, how human behavior responds to restrictions being in place or not being in place.
"But to the extent that we can apply things differentially - we've always tried to do that."

Health Minister Martin Foley said from the 73 new COVID-19 cases announced this morning, 21 were currently under investigation.
Mr Foley said at least 25 were in isolation for the entirety of their infectious period.
There are now 49 people in hospital, 15 are in intensive care, and 11 are on a ventilator.
Mr Foley said from today, GPs and pharmacies in Victoria would be able to administer Pfizer vaccinations to people aged 16 and over.
Chief Health Officer Brett Sutton said nine cases of today's cases were connected to the Shepparton outbreak.
Greater Shepparton said all cases were now linked after two mystery cases were notified yesterday.

- 9 linked to the Shepparton outbreak
- 5 linked to MyChildcare in Broadmeadows
- 5 linked to Al-Taqwa college
- 3 linked to the City of Hobsons Bay outbreak
- 2 linked to Glenroy West primary school
- 2 linked to Sunshine Hospital's emergency department (household contacts)
- 2 linked to Chemist Warehouse in Hoppers Crossing
- 1 linked to Royal Melbourne Hospital
- 1 each linked to the East St Kilda outbreak, Barkly Square, and CS Square at Caroline Springs
- 20 cases linked to existing cases which don't have a known acquisition source
- There are a further 20 or so cases which have not yet been linked to a known outbreak
There are now more than 16,000 close contacts.

VICTORIA recorded 73 new local cases of coronavirus overnight as new cases emerge across the Macedon Ranges.
Of the locally acquired cases, 52 have so far been linked to existing cases and outbreaks.
At least one of the cases listed in the Macedon Ranges LGA was included in the numbers announced on Sunday.
A resident of Traralgon, in Gippsland was also among the cases.
There are no exposure sites listed in central Victoria.
Premier Daniel Andrews confirmed Victoria's sixth lockdown would be extended past Thursday.
Mr Andrews said he did not yet have advice on how long the lockdown imposed on August 5 should be extended, but promised to examine options as soon as the advice was available.

"We see far too many cases today for us to seriously consider opening up later on this week," Mr Andrews told reporters on Sunday.
Despite the figures, he promised there was "still a chance" of the state's case numbers returning to zero.
"It's only fair that we be as up front as possible," Mr Andrews said.
Another 41,395 people were tested for the virus and over 26,702 received a vaccine dose.
There are currently 805 active cases across the state.
