Victorian Premier Daniel Andrews has said it was still too early to say whether the state's lockdown will lift on schedule on September 2.

"What you can be certain of though is that if people break the rules and people make selfish choices, bad choices, then we'll (see) more virus - not less," he said.

"That just (detracts) from the work that so many millions of Victorians are doing, making sacrifices."

Victoria's COVID-19 response commander Jeroen Weimar provided a breakdown of the state's new coronavirus cases.

Of Victoria's now 600 active coronavirus cases, 240 are people under the age of 20. Seven people in the state who are in hospital with COVID-19 are aged in their 20s, and one is an infant.

Premier Daniel Andrews said there were over 16,000 close contacts now in isolation in Shepparton and the Goulburn Valley.

He said it has had a big considering the size of the community and the businesses affected.

Mr Andrews said support would be offered to the community to do things like delivering food to households.

A request for support from the army will also be made.

There were now 36 people are currently in hospital due to COVID-19, with eight people on a ventilator.

Mr Andrews urged people to come forward and get tested as soon as possible.

He said some on the community waited more than a week before getting tested.

It comes as NSW reported a record 1029 new locally acquired cases of COVID-19, and three deaths overnight.

Outdoor gatherings of up to five fully vaccinated people are permitted from September 13 are also back on the cards for residents.

Victoria has recorded 80 new coronavirus cases since Wednesday - the highest daily case number since September 2 last year when 110 were recorded.

The new COVID-19 cases are all locally acquired with 67 linked to current outbreaks and 39 in isolation during their infectious period.

Victoria's active coronavirus case tally now stands at 600.

Wednesday also brought 56,248 test results to Victorians as well as 33,932 vaccinations being administered.

Bendigo businesses would be better helped by a financial support system designed like JobKeeper rather than the current disaster payments, industry figures say.

They said a scheme similar to JobKeeper would help strengthen the ties between workers and their employer, while making financial support easier to access for workers.

Bendigo Heritage Attractions chief executive James Reade said a wage subsidy such as JobKeeper would help staff get back to work quicker than the current system, which was more of a disaster payment.

The business was forced to stand down its staff on Saturday, just weeks after reinstating services, when regional Victoria's seventh lockdown was announced.
