Councillors issued a Notice of Decision to Grant a Permit at Wednesday's Ordinary Council Meeting for the 16 lots varying from 802 to 4581 square metres with the notice subject to 24 conditions.
The residential development will be located along Luth Street, near the newly built roundabout and second bridge to Moama.
Councillor Leanne Pentreath forwarded the motion and said it was a positive move for the community.
"This will be a great win," she said.
Cr Paul Jarmon seconded the motion and said it was good to see the land being put to use.
"After reading the report it was referred to Coliban Water, Powercor, CFA and other appropriate referrals who all supported it," he said.
"The land has been off the market for a very long time and went through the process of being disposed of by Council and has then gone through planning processes as it absolutely should.
"It's good to see the purchaser is now going to move to develop the property. In view of Echuca's residential shortage I encourage them and wish them well in getting it on the market as soon as possible."
Cr Rob Amos said the development shows the high interest in the twin towns.
"People are seeing Echuca-Moama as a place to invest and take risks on development," he said. "That's a great thing and it means we have a thriving community."
There were six objectors to the development listed in Council's agenda who reside in the neighbourhood.
An online consultation meeting was held on June 17 where a number of objectors and the applicant discussed the proposal. Despite an agreeance reached in regard to removable bollards and traffic calming measures, no objections were withdrawn.
IN OTHER NEWS:
The removal of an informal BMX track for the development was raised as a concern raised by an objector but the track is not a relevant Council decision guideline.
As part of the 24 conditions, the applicant will be required to provide infrastructure to each allotment as part of the subdivision including fire hydrants, telecommunication infrastructure and public lighting.
The subdivision will also incorporate a footpath and will incorporate walking and connections to the surrounding community facilities from the Murray Valley Highway shared path and Echuca College.
