Councillors voted to exhibit the newly-developed Council Plan 2021-25 at a meeting on Monday night, along with several other draft plans for the city's near future.
The plan will guide the council's decisions over the next four years.
Other plans included the council's 10-year financial plan, a city-wide health and wellbeing plan and a climate change and environment strategy.

Councillors Jennifer Alden, Matthew Evans, Margaret O'Rourke and Julie Sloan all praised the high level of community engagement in consultation for the Council Plan 2021-2025.
Mayor Jennifer Alden said the plan summed up what councillors wanted their legacy to be.
She said the council plan - along with its budget - was the most important plan the council would consider this year.
Councillor Matthew Evans said the council plan was an important piece of work, intertwining with a lot of other items on the agenda.
Cr Evans said the plan reflected what had come out of community consultation panels.
He said it was of paramount importance that the council reflected Greater Bendigo's diversity, and it's rich heritage.
Agenda documents state the draft 2021-25 Council Plan has been developed in consultation with the community of the past 10 months.
It reflects the priorities of the new council, while also building on previously endorsed plans and strategies.

The city's 10-year financial plan will outlines resources required to deliver this Council Plan
Its aim is to make sure the council is investing in assets the community values, that its services remain affordable and its accessible, and it remains financially sustainable.
Likewise a health and wellbeing plan for 2021 to 2025 will be open for public comment for three weeks.
A draft climate change and environment strategy for 2021 to 2026 will also be released for comment.
Plans will be available for public feedback from August 17 to September 6.
