Counsel Assisting the Coroner, Shivani Pillai, read out the presently known circumstances of the girl's death during a directions hearing on Monday morning.

The court heard the 17-year-old died by suicide in Bendigo on July 18 this year.

She was in the care of the Secretary to the Department of Families, Fairness, and Housing at the time of her death.

Ms Pillai said the girl left her residential accommodation on the afternoon of July 18, before reportedly sending messages to staff and friends that she "couldn't do it anymore".

It was believed that the girl turned off her mobile phone sometime after her last message and she was reported as missing shortly before 7pm.

The girl was located later that evening and paramedics confirmed her death shortly before 11pm.

Ms Pillai said the 17-year-old had previously been listed as a missing person on two occasions.

The girl was also hospitalised for mental health care on seven occasions due to self-harm and suicide attempts.

The coroner confirmed the police informant would need to submit a brief of evidence to the court by November 16.

The coroner said the investigation was "about fact-finding, not about blame".

He said the court needed a "picture" of the 17-year-old's life, so it could see if there was an opportunity to prevent further deaths.

"We can't bring (the girl) back, but hopefully we can help improve the situation for other young people," the coroner said.
