Health Minister Martin Foley has confirmed there was an additional case of COVID-19 recorded on Wednesday morning.
This is on top of the eight new coronavirus cases announced that morning.
Mr Foley said the case wasn't a confirmed close contact and developed symptoms on Monday night.
The person was tested on Tuesday and positive results came through Wednesday morning.
Mr Foley said the person works at the Moonee Valley Racecourse drive-through testing centre as a traffic controller and worked at least two days while infectious.
"We do believe that there will be minimal risk to those at the site," he said.
Mr Foley said investigations were in the early stages of the process. He expected there to be some exposure sites to drop in the next few hours.
He urged Victorians to continue to check in to check into venues using QR codes.
"Please check in everywhere every time and please get vaccinated when the opportunity arises and please get tested every time you have even the most mild of symptoms," he said.
Chief Health Officer Brett Sutton said the risk to people coming through the testing centre in their cars was "extremely low" as most people who used the centre wouldn't wind down their windows to talk to traffic controllers.
Mr Sutton said the real worry was about where the traffic controller picked up the virus from.
He said the man was wearing a mask, but wasn't wearing the same PPE as the medical staff who conducted the tests.

Eight new coronavirus cases have been recorded in Victoria on the day residents exit lockdown.
All eight cases are related to current outbreaks and were in quarantine during their infectious period.
There were no new hotel quarantine cases recorded. In total there are now 205 active COVID-19 cases in Victoria.

Victoria's 12-day lockdown ended at midnight but a number of restrictions remain for two weeks before being eased again.
Restrictions include no visitors being permitted at people's homes and masks being mandatory indoors and outdoors. Public gatherings of up to 10 people are permitted.
Restaurants, bars, cafes and pubs can reopen with a maximum cap of 100 people inside and 300 people outside and a density quotient of 1 person per 4 sqm.
Victorian Chief Health Officer Professor Brett Sutton said people should still visit people, but just not at their homes.
"Although you can't visit homes, if there are loved ones you haven't seen, see them in a park, go for a walk outside, wear a mask and catch up with them but please don't visit homes," he said. "That rule is very important."
On Tuesday, Victoria also administered 19,349 COVID-19 vaccinations and saw 35,862 test results receieved.
