PREMIER Daniel Andrews says it's still too early to determine whether lockdown will end on Tuesday night.
The state recorded 11 locally-acquired coronavirus cases on Sunday, with all of the cases connected to current outbreaks and in isolation throughout their infectious period.
Mr Andrews said while the strategy was working, it was too early to say when Victorians would emerge from lockdown.
"There is still a couple of days to go, and as we saw with an apartment block yesterday, things can change," the premier said. "It is fast moving and can be quite dynamic.
"At this stage, things are going well, and that is a testament to a very large group of people who are working incredibly hard to track, to test, to isolate, to trace it, to find every chain of transmission.
"But also millions of Victorians are doing the right thing and following the rules, particularly those who isolating at home away from everybody to keep everybody safe. We are very grateful to them."
COVID-19 testing commander Jeroen Weimar said there were seven Victorians in hospital with COVID-19.
Two of those people were receiving intensive care, while one person was on a ventilator.
Mr Weimar said Saturday's anti-lockdown protest in Melbourne was frustrating.

"The whole point of the lockdown provisions in Victoria is to not see thousands of people congregating like we saw yesterday," he said.
"We are concerned about it. It is a curveball we did not need at this point in time. A small minority having a self-indulgent tantrum is a very frustrating thing at this critical point in time."
Mr Andrews described the protesters as "selfish".
"I do not believe it will fundamentally change things (around lockdown), but I would not want to be read as a sort of encouragement for people to go out there and protest," he said.
"I cannot rule out - none of us could - that there was a case out there somewhere who has not got tested.
"None of us could rule that out. There was a reason why there are rules against large gatherings in the middle of a pandemic."

VICTORIA has recorded 11 new locally-acquired COVID-19 cases on Sunday.
The Department of Health confirmed all of the cases were linked to current outbreaks and all were isolating throughout their entire infectious period.
There was also one new case recorded in the state's hotel quarantine system.
Authorities confirmed another 32,385 coronavirus test results recorded in Victoria on Saturday, along with another 17,370 vaccinations.
Victoria's active COVID-19 case tally now sits at 179.
Health Minister Martin Foley on Saturday confirmed more than 22,000 primary close contacts were isolating as a result of the current outbreaks.
Ten Victorian cases were in hospital, Mr Foley said. Three of those people were in intensive care and one person was on ventilators.

Chief Health Officer Brett Sutton told reporters on Saturday he believed the state was "on track" to come out of lockdown on Tuesday night.
"I expect there will be further cases. I expect there would be new cases right through to Tuesday. They should be decreasing over time.
"There are no magic numbers (to come out of lockdown). There has never been a magic number and they never will be.
"They are part of our overall assessment but the key aim is to have no new exposure sites emerging."
