Wycheproof's Bakery on Broadway confirmed the news after all of its staff returned negative coronavirus test results.
The bakery was listed as a tier one site on July 18 after a positive case from Mildura stopped at the store on his way home from Melbourne.
Co-owner Ann Durie said the bakery was then downgraded to a tier two site on July 20, but staff still needed to wait for their negative COVID-19 tests.
"None of us were too worried because we didn't show any symptoms," Mrs Durie said. "But having that result was really good. It took a load off everyone's mind."
Mrs Durie said the community support throughout the past week had been great.
"I can't speak highly enough of all the messages," she said. "We have had people just saying keep up the good work and we're thinking of you.
"Others have dropped off care packages. It's just been really nice."
Mrs Durie said staff would spend Monday deep cleaning the bakery before it reopened to the public on Tuesday.

She said Bakery on Broadway would initially operate at fewer hours and stock would be limited to bread, pies, and coffees.
Mrs Durie said the exposure site listing acted as a wake-up call for regional Victoria.
"It has made country towns understand how susceptible they are," she said. "It's also made the locals a little more vigilant about doing the right thing.
"Maybe it was a scare that was good to have."
Mrs Durie also wanted the Mildura positive case to know that no one was blaming him.
"I hope he's ok," she said. "It was just one of those things that happen."
