Mr Hamilton is expected to start the job in a month's time.
"This is an exciting opportunity for me," he said.
"My experience has been in building, leading and managing diverse teams and large-scale businesses and organisations across Australia and internationally, while remaining people-focused and building positive workplace culture."
The appointment comes at a key time for the city, which has ambitions to revamp the Bendigo Art Gallery and Bendigo Airport, which will both fall under Mr Hamilton's remit.
The role also covers venues like the Capital and Ulumbarra theatres.
"I also have a great interest in the arts and creative industries and am excited by Bendigo's UNESCO City of Gastronomy designation and reputation as a leading cultural and events centre in regional Victoria," Mr Hamilton said.
His role will also give him a leading role over statutory planning and the council's long term economic strategy team.
Mr Hamilton said he had a long connection with Bendigo through family visits, kids' sports and holidays.
City chief executive Craig Niemann said Mr Hamilton brings with him extensive experience.
"Steve's career has focused on people and cultural leadership, advocacy, relationship building and business growth, and his roles have included land use planning, the environment, water and waste management, and major project delivery," Mr Niemann said.
"We look forward to Steve joining us next month and welcome his contribution to shaping the future of our city and region."
