The new COVID-19 cases included one in the community and one in hotel quarantine.
The new locally acquired case is a known primary close contact in isolation during their infectious period.
Tuesday also brought 33,037 test results to Victorians, along with 14,989 vaccinations being administered.
Victoria's active coronavirus case tally now sits at 19.
The new cases come as Campaspe Shire mayor Christine Weller reported mixed reaction to the state government decision to close the Victorian-NSW border.
"Obviously there is frustration and disappointment and I feel for the businesses here again and there is no getting away from that part," she said.
NSW recorded 89 new local cases on Tuesday.
Of the locally acquired cases, 75 were linked to a known case or cluster - 59 were household contacts and 16 were close contacts - and the source of infection for 14 cases remained under investigation.
Bendigo MP Lisa Chesters continued her push for federal funding to help develop the Bendigo Airport saying it would lead to an increase in the region's tourism.

Ms Chesters said the funding would upgrade the airport's terminals.
"This initiative has been great and it can grow and be part of our recovery from COVID-19 if we could just get Prime Minister Scott Morrison and the federal government on board," she said.
