Campaspe Shire Council mayor Christine Weller said there had been a mixed reaction in Echuca.
"All of us have to do our part," she said.
"Obviously there is frustration and disappointment and I feel for the businesses here again and there is no getting away from that part.

"From a business point of view there has been lots of cancellations that have been coming in since last week and the groups out of the border bubble aren't travelling anymore."
Cr Weller said she was happy a soft border was in place and said there had been flowing traffic between Moama and Echuca.
"The traffic movement is good between Echuca and Moama and there are not many delays like last time when there was a hard border," she said.
"I do feel for businesses though in Moama, people are being a little more careful and not travelling as much."
While the border bubble remains in place, NSW residents cannot enter Victoria if they have been to a red zone outside the cross-border area.
People living in the NSW cross-border area can enter Victoria's border zone without a permit, but must have proof of address.
Cr Weller said there was some confusion from residents on the rules and hoped everyone could remain positive.

"We are trying to get the message out to check the information because it has changed again, we have to keep in touch what is going on depending on what the state is going through."
Echuca's Rich River Tourist Park owner Richard Pipe said on Monday the closure was devastating for the border.
"I am not for the border closing ... for people not living on a border and hearing that it's closing doesn't mean much, but for us it means you're cutting a town in half, inconveniencing a whole lot of people for not much gain at all," he said.
