NSW recorded 38 new local COVID-19 cases, including 20 people who were in the community for part or all of their infectious period.
"Please do not travel to NSW," Mr Foley said. "Obviously the border bubble will continue to apply but we want to make sure we minimise the risks associated with the continuing outbreak in NSW being transferred into Victoria.

"Do not travel to NSW; the risk grows and the threat grows. We do not need Victorians entering and coming back from NSW.
"For those coming back after the school holidays, be aware of what zone you are coming from and the responsibilities with that."
Earlier 8.30am: No new cases have been recorded in Victoria making it the second double doughnut day for the state.
The new cases confirmed by the Department of Health mean there are now 21 active cases in Victoria.

The vaccination blitz has seen more than 14,000 Loddon Mallee residents fully vaccinated.
Bendigo Health has administered 100,000 vaccinations in the region - approximately 33,000 received Pfizer and 67,000 received AstraZeneca.
The new cases come as the state government announced restrictions would ease further from Friday morning.
Among the changes are masks no longer being required for students and staff at schools and workers who do not interact with the general public.
"For example, in offices, factory settings and in other arrangements where the huge uptake in QR code systems that so many Victorians have picked up give us a substantial alternative," health minister Martin Foley said.
"Masks will still be required if your role sees you interacting with the general public, for example, if you serve customers in a retail setting."
