Bendigo police officers and the Public Order Response Team made the arrests between 9am and 3pm on Wednesday.
A 19-year-old Kangaroo Flat woman was arrested in relation to theft of a motor vehicle. She was expected to be charged on summons.
Two men, a 29-year-old and 34-year-old both from Kangaroo Flat, were arrested in relation to possession of three imitation firearms and methamphetamine.

The 29-year-old man was charged and bailed to appear at the Bendigo Magistrates' Court in October. The 34-year-old man was released from custody. He was expected to be charged on summons.
A 32-year-old Long Gully man was arrested and charged for an outstanding warrant. He was bailed to appear at the Bendigo Magistrates' Court later this month.
A 49-year-old Flora Hill man was arrested and charged with breaching a court order and threat-related offences. He was remanded in custody to appear at Bendigo Magistrates Court in July.
A Victoria Police spokesperson said any person with an outstanding warrant should attend their local police station before officers come knocking on their door.
