Council officers have recommended instead continuing with plans for skate parks in Bendigo and Kangaroo Flat.
They made the comments after 149 members of the public backed 10-year-old Salva McIntosh's push for a skate park at Quarry Hill's recreation reserve.
"The Quarry Hill Recreation Reserve is good, but there is so much space and it would be great to have a skatepark there," the online version of his petition stated.
"Even a small space for people to enjoy skating and scooting would be awesome!"
Many of the petitioners were children and young adults who said they would like a skate park that was easier to get to than those that currently exist within city limits.
"Since I have started skating, I have found that I have become more resilient and confident," Salva told council staff in a letter outlining the proposal.
He argued a new skate park would allow people from the area to meet and strengthen community ties.
Council staff have written back to say that a separate "district scale" skate park will likely be completed at Ewing Park by mid-2021.
They hope that it could be a good alternative for people in the Quarry Hill area, given it would be less than 10 minutes' bike ride from many homes in the suburb.
Bendigo and Kangaroo Flat's proposed skate parks would be the fourth and fifth within city limits, joining parks in Epsom, Eagkehawk and one close to the city centre.
Councillors will consider the Quarry Hill skate park proposal when they meet on Thursday.
