Acting Premier James Merlino said the one new case recorded overnight is a resident of the Southbank apartment complex.

Mr Merlino said there are no new exposure sites listed in Victoria.

There are currently four patients in hospital with coronavirus.

An emergency National Cabinet meeting will be convened later today, with the COVID-19 vaccination rollout the only item on the agenda.

The meeting was called last week after Australia's health experts decided the AstraZenaca vaccine should now be given only to people over 60, rather than over 50s as was their previous advice.

Mr Merlino said the state does not have enough supplies to meet demand, and the matter will be raised today.

He said he hopes to see "a sense of urgency" from the federal government.

"An acknowledgement from the Commonwealth that this is, indeed, a race. That's what I want to see out of National Cabinet," Mr Merlino said.

"I want to see confirmation of supply and increase in supply, but above all we want to see a sense of urgency. This is a race, a race that nationally we are falling behind.

"We are well behind (in the rollout) of where we need to be.

"When you compare how Australia it's going with the rest of the world, we are falling so far behind it's not funny."

Earlier

VICTORIA has recorded one new local COVID-19 case overnight as another eight cases were recorded in hotel quarantine.

The new locally acquired case is a primary close contact who has been quarantining throughout their infectious period, the health department said.

It brings the state's total number of active cases to 54.

The figures cover the 24 hours to midnight on Sunday.

Over that period over 10,000 vaccine doses were administered and 16,290 COVID-19 test results were received.

The COVID-19 vaccine will be the only item on the agenda today at an emergency national cabinet meeting.

The meeting was called last week after Australia's health experts decided the AstraZenaca vaccine should now be given only to people over 60, rather than over 50s as was their previous advice.

It followed fresh concerns over extremely rare clotting events following the vaccination, which has caused two deaths among the 3.8 million doses that have been delivered.

It will put extra pressure on rolling out the Pfizer vaccine.

Meanwhile, Sydney's eastern suburbs COVID cluster has continued to climb as mask-wearing indoors becomes mandatory in seven local council areas.

Anyone shopping, working in hospitality or indoors must wear a mask unless eating or drinking if they live in the local government areas of Randwick, Bayside, Botany Bay, Inner West, City of Sydney, Waverley and Woollahra.

NSW Premier Gladys Berejiklian said on Sunday the government would also extend compulsory mask-wearing on public transport in Greater Sydney until Thursday and expand the order to Wollongong and Shellharbour local government areas.

Victoria's Chief Health Officer has declared the following NSW towns of Bayside, Canada Bay, Inner West, Randwick as orange zones under Victoria's travel permit system.

If you are entering Victoria from these locations you are required to obtain an orange zone permit from www.service.vic.gov.au.

Orange zone permit holders must isolate on arrival, get tested, and stay isolated until they receive a negative result.
