Attorney-General Elise Archer announced the plan on Thursday, although legislation isn't expected to brought before parliament until early next year.

Ms Archer says non-fatal strangulation, choking or suffocation can often lead to more violent behaviour.

"This is about sending a strong, clear and robust statement about the seriousness of this act," she told reporters.

"This will bring Tasmania in line with the majority of other state and territories."

Non-fatal strangulation is currently considered an element or aggravating factor in sentencing when people are charged with other crimes.

A coroner investigating the 2014 murder of a young mother two years ago recommended the state government consider making choking, suffocation or non-fatal strangulation a specific offence.

Jodi Michelle Eaton, 28, was killed in Hobart's northern suburbs by Darren Michael Dobson, who is serving life in jail.

She was strangled at the Bridgewater home of a mutual friend and then buried in a shallow grave at a nearby rural property.

Coroner Olivia McTaggart found Dobson had a lengthy history of violence against women and had a "propensity" to choke them or hold their throat.

Ms Archer said the government would develop a community education and awareness campaign around the law changes.

The Department of Justice will undertake consultation in relation to elements of the criminal offence, including intent, harm and recklessness.

The Greens have welcomed the change but have questioned why it took so long.

"We've heard directly from survivors just how much difference this law could have made to them," leader Cassy O'Connor said in a statement.

"Coroner Olivia McTaggart recommended they examine the issue in July 2019, and advocates have been raising the matter for years."
