The $1.175 million Armstrong Street building was was designed with significant input from the community and has the capacity to deliver kindergarten, childcare and maternal and child health services.
Buloke Shire mayor Daryl Warren said the new Charlton Early Years Centre building would be a great addition to the community.
"Appropriate facilities and programs for families and children have untold benefits that flow through both childhood education and allowing family members to be active in the workforce," he said.
"Facilities like these make the Buloke Shire a great place to live and grow the attraction of young families to our area."
After the original site, built in 1987, sustained significant flood damage in 2011, Buloke Shire Council began plans for the new building in 2019.
Demolition of the old structures began in 2020 and the doors opened at the new centre on Tuesday.
Cr Warren said the new facility would join a list of already established contemporary buildings in the municipality.
"The council has advocated strongly for investment from all levels of government to support our families in living and working in the area," he said.
"The completion of this facility means there are now new buildings in Birchip, Charlton, Donald and Wycheproof, with a project under way in Sea Lake to give each of the five major towns in Buloke appropriate early learning centres."
