The United Kingdom Hotel wants to install enough equipment to brew 120 litres of beer at a time in its existing kitchen.
It has also asked the City of Greater Bendigo's permission to use still equipment.
Staff would then be able to make "neutral spirits" that could be further refined into vodka, gin and white rum.
The hotel has already developed a vodka recipe using grain that is distilled four times, which owner Ivar Hunt told the Bendigo Advertiser was filtered four times over eight weeks to create a taste "like an angel crying on your tongue".
Mr Hunt would name beers brewed on site using tongue-in-cheek references to Victorian political events triggered by the outbreak of COVID-19.
Mr Hunt intends to call one beer "All In This Together Hazy IPA" and another "Peninsula Staircase Light".
The newest venture would likely be called "Dandemic Brewery and Distillery".
"We aim to build our trade through brewing and distilling drinks that will attract passing tourists and locals to our bar," Mr Hunt said in his submission to the council.
"Much of the passing trade is on foot. We do not anticipate any overloading of carparking spaces or congestion on our roads."
The hotel believes the equipment would create little or no noise to disturb neighbours.
"We would use a coffee grinder to crush the grain - the noisiest component," Mr Hunt told the council.
"Odours created are generally pleasant ... There is no smoke or dust generated.
"The overall environmental impacts are less noticeable than those created from a busy commercial kitchen."
Mr Hunt also addressed any concerns about the risk of explosion or fire in the application.
He said the danger was minimal - "less than that attached to commercial kitchen operations".
All the equipment to be used would be mounted on benches already in the kitchen.
Grain used in the brewing process would become stock feed.
The City of Greater Bendigo is considering the application.
