Along High Street from Kangaroo Flat to Epsom, traffic signals were reported as being faulty throughout the day.
A Bendigo Police spokeswoman said the unit suspects nearby roadworks may be interfering with the signals.
"This is a timely reminder to drivers to know that road rules apply when traffic signals aren't working," the spokeswoman said.
"Drivers should remain vigilant on the road."
