When will additional restrictions ease?
Mr Merlino said subject to public health advice and epidemiological conditions throughout the next week, he expected more restrictions to ease from Thursday, June 17.
He said if all went well the regional-metro divisions would come down.
"We'll continue to assess the data each day and provide more detail, more certainty, as soon as we can," he said.
The easing of restrictions in both metropolitan Melbourne and regional Victoria come as the state recorded just one new COVID-19 case on Wednesday.
The single infection was detected in the 24 hours to midnight on Tuesday.
