Regional Victoria remains on track for a further easing of restrictions in coming days, according to Acting Premier James Merlino.
"Thanks to their outstanding work we remain on track to later in this week announce, as we have said we have planned to do all along, further easing of restrictions in regional Victoria and careful easing of restrictions in Melbourne," he said.
"This cluster was discovered after the lockdown was in place and nothing about today changes our plan.
"So I just want to send that very reassuring message to all Victorians. Nothing about today changes our plans."
Mr Merlino said both of Tuesday's new cases have had "limited community exposure".
He said the two cases include one child linked to the west Melbourne outbreak and one is a household contact of a worker linked to the Arcare Maidstone outbreak.
"A number of exposure sites were put onto the website last night and we encourage all Victorians to continue to check that website and follow that health advice," Mr Merlino said.
"While we never want to see new cases, it is reassuring that we are again seeing these cases with clear links to existing outbreaks."
Mr Merlino said one of the missing pieces in the puzzle has been the origin of the smaller outbreak cases featuring the Delta variant.
"I can confirm today that we have now found a match between a returned traveler who entered hotel quarantine in Melbourne on 8 May and this (the west Melbourne) cluster," he said.
"While we have a genomic link, we do not currently have an epidemiological link. Further investigations are underway to see if we are able to establish any contact between the returned traveler and these families."

Victoria has recorded 2 new locally acquired coronavirus cases in the 24 hours to midnight Monday.
The two locally acquired cases are linked to the current outbreaks.
The new COVID-19 cases take the state's active case tally to 92, down from 94 a day earlier.
One new case was found in hotel quarantine.

On Monday more than 21,000 vaccine doses were administered and 22,814 COVID-19 test results were received.
As Victorian case numbers continue to grow, the whole country is set to see a huge push in coronavirus vaccinations.
The Therapeutic Goods Administration will release another 800,000 doses of the Pfizer vaccine this week.
In the past nine days one million vaccine doses were administered across the country, taking Australian number of COVID-19 vaccinations past five million.

A string of new exposure sites have been added to the list of more than 300, including multiple McDonalds, Chemist Warehouses and 7Elevens.
The 18 new tier two sites are spread across locations in Yarraville, Maribyrnong, Southbank, Port Melbourne, South Melbourne, Flemington, Strathmore, Coburg North, Mickleham, Campbellfield and Melbourne's CBD.
Anyone who visited the venues at specific times must get a test and self-isolate until they receive a negative result.
It comes as the state government announced on Monday a $30 million support package for vulnerable Victorians.
Minister for Disability, Ageing and Carers Luke Donnellan said $4.5 million would go towards emergency food relief, such as foodbanks, student supermarkets and outreach services.
On Monday, it was revealed that the majority of central Victorian residents had been excluded from the restriction ease for NSW border community bubbles.
Bendigo residents who travel to NSW must follow stay-at-home orders while in the state and are only allowed to travel for medical reasons.
