It means from tomorrow central Victorians can leave home for more than just the five permitted reasons.
Metropolitan Melbourne however will remain in lockdown for another week.
It comes as the state recorded two new locally acquired cases overnight, taking the state's outbreak to 63.
The third case was announced late Wednesday and was a 90-year-old resident from the Maidstone Acare facility.
Acting premier James Merlino said the easing of restrictions was great news for regional Victoria.
Other news:
Deputy Chief Health Officer Professor Allen Cheng said authorities were pleased with the strong testing response in Bendigo after wastewater virus fragments were discovered.
"We will be continuing to test primary and close contacts just to make sure they haven't turned into cases in that region today," he said.
"Pleasingly the repeat testing in all of the Bendigo catchment wastewater samples are negative.
"We are encouraging people who are in the Bendigo area with even the mildest of symptoms to come forward for testing."
Eased regional rules
From Friday, all year levels and all students will return to face-to-face schooling.
Limits on public gatherings - catching up at a public place like the park or the beach - will be increased to ten people.
More coronavirus news:
Restaurants and cafés can reopen to a maximum of 50 customers. Retail, beauty and personal care, entertainment venues and community facilities will also open in line with density limits.
Religious ceremonies and funerals will be capped at 50 people, weddings at ten.
If you can work from home, you should continue to work from home. Capacity limits in workplaces such as offices capped at 50 per cent or 20 people, whichever is greater.
Some things won't change and visitors will not permitted to the home, except intimate partners.
Regional Victorians must wear a mask indoors except if at home, or if an exception applies.
Masks also must be worn outdoors where 1.5 metres physical distancing cannot be maintained.
They must be carried at all times.
Regional Victorians will be able to travel in regional Victoria. Melburnians will not.
