The third case was announced late yesterday and was a 90-year-old resident from the Maidstone Acare facility.
On Wednesday, Acting Premier James Merlino said if the regions remain coronavirus-free than "circuit breaker" restrictions would ease outside of Melbourne.
That would mean the removal of the five reasons to leave home, retail businesses reopening, and hospitality venues operating as seated service only.

There were no new cases reported in hotel quarantine on Wednesday as the overall number of active cases across the state rose to 69.
COVID-19 has been detected in wastewater at Bendigo and Axedale, and there are exposure sites at Anglesea, Axedale, Glenrowan, Kalkallo, Wallan and Rye.
But none of the 60 cases linked to the current outbreak have come from regional Victoria, earning it a likely lockdown reprieve just before midnight on Thursday.
Late Wednesday, Aged Care Services Minister Richard Colbeck confirmed that a second Victorian aged care resident had tested positive to COVID-19
The 90-year-old resident from the Maidstone Acare facility was asymptomatic, Senator Colbeck said, but would be transferred out of the centre.
The resident initially tested negative to coronavirus before returning a positive test on Wednesday.
The 90-year-old has had two doses of the COVID-19 vaccine.
