Health officials have named two central Victorian businesses - the Axedale Tavern and the Hairfolk salon in central Bendigo - as exposure sites.
Both businesses are closed while cleaning and testing are carried out.
Be.Bendigo chief executive Dennis Bice said the news had caused some nervousness in the city's commercial sector.
"There's clearly an element of caution at the moment, and concern about what might evolve out of all this," he said.
More COVID news:
"We've been through a lot over the last 12 months or so with lockdowns and restrictions, and I think whenever these types of outbreaks happen there is an element of nervousness across the business community."
He said some events - including a business lunch Be.Bendigo was due to host on Thursday - were already being postponed.
"That has an economic impact effect on Bendigo, certainly when you're holding events at venues and bringing people to Bendigo," he said.
But Mr Bice urged the region's traders to remain vigilant.
Other news
"Ensure that you very much understand your COVID-safe plan, make sure your COVID processes are in place, be cautious in terms of the things that we're actually doing, but continue to move forward," he said.
"We've dealt with this before, we'll deal with it again and... we could be faced with these sorts of interventions again in the future."
