This brings the total number of cases in the state to 23, with none due to community transmission.

On Sunday, there were 2195 vaccine doses administered across the state, and 10,546 test results received.

The latest results come as Prime Minister Scott Morrison warned the federal government would do everything it could to avoid a third wave.

Tuesday's federal budget assumes Australia's international border will open next year but the government admits it won't jeopardise its COVID suppression strategy in favour of restriction-free travel, AAP reports.

Mr Morrison said Australians were living like few others around the world and the government would do everything in its power to prevent a third wave.

"International borders will only open when it is safe to do so. We still have a long way to go and there are still many uncertainties ahead," he said via Facebook.

Health Minister Greg Hunt said travel beyond Australia's border was set to happen in stages as more travel bubbles opened with safe countries.

"Our goal is very simple, to progressively open as quickly as we can, subject to safety," he said.

"Green lanes, vaccinations and then the potential for those that have been vaccinated to be able to travel and return in different circumstances."

But Australia's population might not be fully vaccinated until 2023, the opposition warns.

"Three weeks ago Scott Morrison said there could be international travel and home quarantine by as early as July," health spokesman Mark Butler told reporters on Sunday.

"This morning ... he's saying Australia will be locked down forever."
