It remains unclear why a man lay injured in the Bendigo Creek on Wednesday, prompting a rescue operation.
A City of Greater Bendigo worker is understood to have first noticed the man laying with his feet in creek water and called emergency services.
Fire Rescue Victoria's Mark Nevill said the man had lower leg injuries that would not be inconsistent with a fall from the edge of the bridge that covers the creek at Charing Cross.
If that was the case, Mr Nevill said the man was lucky to have fallen in such a way as to not have sustained a serious upper body injury.
"He'll survive and he'll recover," he said.
"When we got here he was conscious, breathing and alert."
The rescue was complicated by the steepness of the creek's edges and firefighters cut a section of the fence off to allow them better access.
Firefighters, SES volunteers and paramedics worked together to carefully lift the man out of the creek and into a waiting ambulance.
"We are very pleased with the way the operation went ... we all worked together for the best outcome of the patient," Mr Nevill said.
Police are not treating the fall as suspicious and the man has been taken to hospital for treatment.

Crews have lifted the person out of the creek.
The man is being transferred to an ambulance.

Emergency services are attending to a person found injured in the Bendigo Creek in the CBD.
Crews were called to the creek in Rosalind Park, near View Street, just before 11.30am on Wednesday.
Other news:
Fire crews, paramedics, the State Emergency Services and police are all on scene.
One city-bound lane of View Street is closed to traffic, but traffic is moving through the intersection at the Alexandra Fountain.
