The state's health department recorded 19,402 tests on Tuesday.

Vaccination numbers were again high on the second day of the rollout to all people aged 50-years and over.

Victoria administered 8406 doses, up from nearly 7000 the day before and roughly double numbers registered on many days last week.

Also yesterday, the federal government confirmed it is considering whether to house a possible federal 500 bed quarantine facility in Victoria.

Prime Minister Scott Morrison said the government is considering the proposal for land 40km north of Melbourne as criticism of the India travel ban continues.

Mr Morrison again defended the decision to block returning travellers from India, saying the latest figures on positive cases in passengers demanded a flight pause.

"The pandemic is raging," he said.

"And so my government will take the steps necessary and the actions necessary to protect Australians so we can also bring more Australians home safely."

India's official count of coronavirus cases surpassed 20 million on Tuesday, nearly doubling in the past three months, while the death toll has passed 220,000.
