On February 5 last year, police caught Hutton-Davis driving in East Bendigo at 64km/h in a 50km/h zone. His licence was also cancelled at the time.
He told police he thought the speed limit was 60km/h because there were no signs displayed. The 22-year-old also told officers he didn't know his licence was cancelled.
On July 5, Hutton-Davis was caught travelling at 131km/h in a 110km/h zone on the Mitiamo-Kerang Road in Pyramid Hill.
Police intercepted the 22-year-old, who told officers his "speedo must be off" because he thought he was travelling at the speed limit.
Hutton-Davis also told police he believed his licence had been returned.

The court heard on August 5, Hutton-Davis was again caught driving without a licence. His Ford sedan also did not have any registration plates displayed.
The 22-year-old told officers he "honestly didn't know" that he was unlicensed.
Hutton-Davis, who represented himself in court, also admitted to dishonestly using a company fuel card four times in February 2018.
Magistrate Patrick Southey noted Hutton-Davis had eight prior offences of driving while suspended.
"You richly deserve to go to jail," Mr Southey said. "It is unbelievable offending but it's unfair to jump up the scale."
Mr Southey instead convicted and sentenced Hutton-Davis to a 12-month community corrections order. He was also disqualified from driving for three months.
