An independent panel is reviewing whether the Wildlife Act 1975 is fit for purpose.
It comes during a separate parliamentary review into declining ecosystems.
The Bendigo and District Environmental Council has told the inquiry that many community members involved in local conservation are angry and distressed about continuing ecosystem decline.
"They are frustrated about inaction and compromise from governments of all persuasions, and lack of leadership to put in place decent laws that actually protect habitat," group member Wendy Radford said at a hearing this week.
