Company F45 Training would use the gym to train people through group classes at 216 High Street, Golden Square.
The land used to be part of the Hungry Jack's restaurant car park and drive-through next door but the land was subdivided last decade.
The restaurant site remains next door but the car park's footprint has been altered and the leftover land remains idle.
The gym would train 25 people in many classes though that could balloon to 54 for the most popular early morning sessions, the applicants' planning consultants have told the City of Greater Bendigo.
Other news:
"It is also noted that peak use of the facility is outside normal business hours which will reduce the potential for conflict with other commercial uses in the vicinity," they said in a submission to the council.
The consultants noted there were also nearby bus stops and likely residents living close enough to walk or ride.
There is no minimum number of spaces required for the proposed gym but there must be enough to satisfy the council, they said.
They asked the council to consider the area's wider use as a business area, and the public parking practices already in place.
That includes a fast food outlet, media offices and car dealerships in the immediate vicinity, as well as the police station, supermarket and slew of businesses along High Street.
The gym's patrons would have little chance of taking too many car parks given the most popular classes would be outside most nearby companies' normal hours.
They did not expect noise pollution from music to be an issue as it would be played "at a background level".
The company also expected noise from fitness equipment to be dampened by 15mm-thick rubber tiles.
"F45 Trainings [sic] model does not include powerlifting or very heavy weights. Lower quantity of weights means less noise when placed or dropped on the rubber tiles," planning consultants told the council.
The applicants have also asked permission to install and display floodlit business signage.
The company already has a presence in Bendigo's city centre.
Its studio is located in Hargreaves Street.
The council's planning department is assessing the Golden Square application.
