Charter Hall has asked the City of Greater Bendigo for permission to create a single-storey building, car park and drive-through similar to those KFC uses at other sites.
The drive-through would loop around the new building and back into the car park, according to designs submitted to the council.
Cars would then be able to get back onto the Calder Highway from existing roads out of Lansell Square's car parks.
Charter Halls traffic consultants believe about 50 cars would likely exit the drive-through during afternoon or evening peak hours.
Most would likely enter at the turnoff to Bunnings, where there could be "minimal" queues of traffic, the consultants told the council.

Eleven cars would be able to queue in the drive-through at one time without impacting other traffic, they said.
The new building would need seven new parking spaces, eight less than what planning laws stipulate for such a site.
The former library had 14.
But Charter Hall told the council its experience with other businesses at that section of Lansell Square's site - including a Hungry Jack's restaurant - was that seven would be enough.
The new KFC car spaces would be built next to two huge parking areas that would easily accommodate seven extra cars, Charter Hall said in its planning submission.
Up to four customers would be able to park bicycles at any one time in space.
Staff members would have their own bike storage space elsewhere on the premises.
The KFC would replace a library that stood at the site for more than 30 years.
The council moved the library to Lockwood Road, Kangaroo Flat in 2020 so it could expand services.
City planners are currently assessing the KFC planning application.
